In 1942, placed in charge of all Kunstschutz activities in France, the Netherlands, the Balkans and Italy. Universally regarded as having acted at all times with complete integrity, and as having shown the greatest sense of responsibility for the preservation of works of art. Opposed vigorously all German efforts to confiscate art of the occupied countries.
